Armenia and Azerbaijan carried out the return of citizens into their homelands
The swap of citizens is not carried out in the sidelines of “all for all” principle.
The authorities of Armenia and Azerbaijan facilitated an exchange of detainees. This refers to the citizen of Armenia Zaven Karapetyan and citizen of Azerbaijan Elvin Ibragimov.
According to the Ministry of Foreign Affairs of RA on June 28 Elvin Ibragimov accompanied by the representatives of the delegation of the International Committee of the Red Cross and representatives of the Armenian Authorities, was transferred to the International Committee of the Red Cross and the representatives of Azerbaijani authorities at the border section in Ijevan (Kayan) area.
It is reported that the representatives of the ICRC regularly monitored the conditions of the detainees, checked their conditions of detention and maintained contact with relatives.
It should be noted that Republic of Armenia made a humanitarian step and transferred the Azerbaijani detainee without any preconditions.
Commenting on the exchange of the citizens, the spokeswoman of the Ministry of Foreign Affairs Anna Naghdalyan said that it is not carried out in the sidelines of “all for all” principle.
" This is not an exchange of detained, since Armenia had declared earlier that it returns Elvin Arif Oglu Ibrahimov, who illegally crossed the Armenian border on May 16 of this year, to Azerbaijan without any preconditions, based on humanitarian considerations'', the spokeswoman said, reassuring that the issue of the citizens of Armenia on the territory of Azerbaijan is always in the spotlight of the Ministry of Foreign Affairs of Armenia and they have repeatedly raised this issue in various formats and at various meetings including the one that took place recently in Geneva.
To recap, Zaven Karapetyan, who is mentally handicapped, crossed the Armenian-Azerbaijani border on June 20, 2017 under unknown circumstance in Tavush region.
